The files are stored as .BIN files in the folders VOICE for Japanese audio and VOICE_E for English audio. There is no other programs or uncompression methods needed, simply load Audacity and go to Import and then choose Raw Data. The import settings are Encoding Signed 16-bit PCM, Byte order default endianness, Channels 1 channel (mono), start offset 0 bytes, amount to import 100%, and sample rate 44100 Hz.
